Prime Minister Kwasi Kwarteng will deliver the biggest tax cuts in more than 30 years, but the government will borrow more than £100bn a year over four years, leading economists said on Thursday. Ahead of Friday’s mini-budget, the institute for Fiscal Studies also warned that the government’s sprint to growth may not reach the scale expected and that it will need wider reforms including education, planning, skills, trade and infrastructure.
